U.S. Navy Selects Referentia Systems for Small Business Innovation Research (SBIR) Phase II Grant to Develop New Decision Superiority Tool
Decision INSITE will improve U.S. and Coalition information management capabilities

HONOLULU, HI – April 7, 2006 – The U.S. Navy Space and Naval Warfare (SPAWAR) has awarded a Phase II Small Business Innovation Research (SBIR) grant for development of new decision support technology to Hawaii-based Referentia Systems Incorporated, the company announced today. The Decision Information Sharing Integrated Targeting Environment, or Decision INSITE project will build upon Referentia’s Phase I work on the Command and Control Decision Trainer (C2DT), which was initiated under a separate SBIR Phase I grant originating through the U.S. Air Force.

At the core of the Decision INSITE technology is the concept of improving information management in multinational coalition environments, where secure information exchange is critical. Referentia will leverage its experience with the Command and Control Information Exchange Data Model (C2IEDM) to create system-bridging interfaces that allow coalition partners to automatically view and share the information needed to collaborate effectively and rapidly make insightful decisions.

Decision INSITE will interface with other information management systems to allow the warfighter to access C2 and related data from a single system within a Service Oriented Architecture (SOA) environment. Any coalition system that is compatible with the internationally accepted C2IEDM standard will be able to leverage selected information dissemination capabilities of the U.S. based information management services. This capability is scheduled to be demonstrated in the Navy’s upcoming Joint Rapid Architecture Experimentation 2006 (JRAE) event in August.

A key benefit of the Decision INSITE technology will be its ability to rapidly integrate with legacy systems, according to Referentia’s Chief Architect Jim Chatigny, former Chief Engineer for the Defense Advanced Research Projects Agency (DARPA) Joint Task Force Advanced Technology Demonstration (JTF-ATD) program.

“C2IEDM is comprehensive in terms of battlefield C2 data representation, and offers an internationally accepted standard for communicating with our coalition partners. The model encompasses semantic relationships between data elements, and provides an unambiguous representation of C2 data,” Chatigny noted. “The next phase of our effort will leverage these semantic relationships to improve and automate information processing to enable decision superiority for the warfighter. Decision INSITE will help bridge the gap between systems, and easily accommodate the introduction of new systems when needed.”
